NOTE:
- 40% subsidy shall be provided to the General category and 50% to SC/ST/Woman categories of beneficiaries as per the Matsya Pokhari Yojana
- The subsidy was released in two installments to the beneficiary’s bank account through DBT, by the DFO. Fifty percent (50%) of e the tank excavation work is completed and the remaining 50% of the subsidy shall be released after stocking advanced-sized fingerlings.
Matsya Pokhari Yojana Eligibility Criteria for Beneficiaries:
- The person must be a permanent resident of Odisha and must have proof of identity and residence, such as an Aadhar card.
- The person must have a bank account in their name in Odisha.
- The person must own land that is free from any legal issues. (The beneficiary must provide documents to prove land ownership.)
- The land must be between 0.2 ha and 2.00 ha in size, with a minimum water depth of 6 feet, to qualify for subsidy.
- If the beneficiary has already received a subsidy for pond excavation for fish farming under other government schemes (both Central and State), and the area was less than 2 ha, they can still apply for a subsidy under this scheme. However, the subsidy will be limited to a total of 2 ha, including the area already covered in previous subsidies.

Matsya Pokhari Yojana Application Process:
Step 1:
The interested applicant should visit the office of the District Fisheries Officer/Assistant Fisheries Officer (during office hours) and ask for a hard copy of the application form from the staff assigned to issue and collect applications.
OR
The applicant can print the application form from the prescribed format (Annexure-II).
Step 2:
Fill in all the required details in the application form, attach a passport-sized photograph (signed across, if necessary), and include copies of all required documents (self-attested, if needed).
Step 3:
Submit the completed and signed application form along with the documents to the Assistant Fisheries Officer.
Step 4:
Request a receipt or acknowledgment from the Assistant Fisheries Officer. Ensure that the receipt includes important details such as the date and time of submission, and a unique identification number (if applicable).
Matsya Pokhari Yojana Selection Process
- Applicants can apply either online or offline to the AFO of their respective block and submit necessary documents such as ID, residence proof, and land documents.
- Site Visit and Survey Report:
After receiving the application, the AFO will visit the site and submit a survey and technical feasibility report, including land records and other documents to the DFO within 15 days. The AFO will also take around 5 geo-tagged photos of the proposed fish pond site and send them to the DFO.
- Approval and Beneficiary List:
Upon receiving the documents from the AFO, the DFO will convene a District Level Screening Committee (DLSC) meeting, chaired by the Collector. The committee will include members such as the Chief District Agriculture Officer, Lead Bank Manager, Zonal DDF, and Chief District Veterinary Officer. They will approve the list of eligible beneficiaries.
- Go-Ahead Letter and DPR:
The DFO will issue a Go-Ahead letter and Detailed Project Report (DPR) to the selected beneficiaries, allowing them to start excavation work for the tanks.
- Verification and Reporting:
The beneficiary must submit the RI (Revenue Inspector) verification report of the land where the tank will be excavated. Completion of the project must be reported to the AFO, who will make a site visit and verify progress.
The District Level Committee (comprising DFO, AFO, Addl. FO/AFO, and a representative of the Block Level Officer of CDAO) will conduct a physical verification of completed projects. The Zonal Deputy Director of Fisheries is responsible for visiting 30% of the completed projects.
- Subsidy Release:
50% of the subsidy is released after excavation completion, subject to committee verification. Remaining 50% is released after fingerling stocking and submission of necessary certification by the AFO.
