What is Subhadra Yojana
Subhadra Yojana is a women-centric welfare scheme launched by the Government of Odisha on September 17, 2024, aiming to empower women aged 21 to 60 years by providing direct financial assistance. The initiative, inaugurated by Prime Minister Narendra Modi, intends to benefit over 1 crore women across the state.
Benefits Under Subhadra Scheme:
- To create awareness and a sense of empowerment, all eligible beneficiaries will be provided with a Subhadra Card (ATM-cum-Debit Card).
- All eligible beneficiaries will receive ₹50,000 (at a rate of ₹10,000 per year for five years, from 2024-25 to 2028-29) if they meet the eligibility criteria every year.
- The annual installment of ₹10,000 will be deposited in two installments of ₹5,000 each.
- The first installment will be provided on Raksha Bandhan, and the second installment will be given on International Women’s Day (March 8) every year.
- The amount will be transferred directly to the Aadhaar-linked, DBT-enabled bank account of the beneficiary using the Aadhaar Payment Bridge System (APBS) under the Direct Benefit Transfer (DBT) system.
- To promote digital transactions, the government will launch a comprehensive rewards and recognition program. Under this initiative, 100 women from each Gram Panchayat / Urban Local Body who have conducted the highest number of digital transactions in a financial year will receive an additional ₹500 directly in their bank accounts.

To receive benefits under this scheme, all women beneficiaries must meet the following Subhadra Yojana Eligibility Criteria
- Residency:
- Subhadra Yojana Eligibility Criteria – The applicant must be a resident of Odisha.
- Inclusion in Welfare Schemes:
- The applicant must be covered under the National Food Security Act (NFSA) or State Food Security Scheme (SFSS).
- A woman from a family not covered under NFSA/SFSS can still apply if her family’s annual income does not exceed ₹2.50 lakh (₹2,50,000).
- Age Criteria:
- The applicant must be at least 21 years old and below 60 years of age as per the eligibility date.
- The date of birth recorded on the Aadhaar card will be considered for age verification.
- Age Requirement for FY 2024-25:
- As of July 1, 2024, the applicant’s age must be between 21 and 60 years.
- Therefore, the applicant’s date of birth should fall between July 2, 1964, and July 1, 2003.
- Future Age Considerations:
- If a woman turns 21 years old after July 1, 2024, she will receive ₹10,000 per year for the remaining years of the scheme.
- If a woman turns 60 years old after July 1, 2024, she will not receive benefits for the remaining years of the scheme.

Women Who Are NOT Eligible for the Subhadra Scheme
Even if a woman meets the basic eligibility criteria, she will be disqualified from receiving benefits under this scheme if she falls under any of the following categories:
1) Women Receiving Government Assistance Above the Permissible Limit
- If a woman receives ₹1,500 or more per month (or ₹18,000 or more annually) as financial assistance from the state or central government (e.g., pension, scholarships, etc.), she is not eligible.
2) Women or Their Family Members Holding Certain Positions or Benefits
A woman will be ineligible if she or her family member falls under any of these categories:
- Current or former Members of Parliament (MPs) or Members of Legislative Assembly (MLAs).
- Income Tax Payers.
- Elected representatives in any Urban Local Body (municipality, corporation, etc.) or Panchayati Raj institution, except for Ward Members or Local Councillors.
- Employees (regular, permanent, or contractual) of:
- Any central/state government department, board, local body, or undertaking.
- Any organization that provides post-retirement pension benefits.
- However, outsourced employees and workers receiving wages will still be eligible.
- Individuals holding nominated positions in any government department, board, or undertaking.
- Owners of certain four-wheeler vehicles, including:
- Private cars, SUVs, and other four-wheelers, except for tractors, mini-trucks, light commercial vehicles, or similar vehicles used for economic purposes.
3) Women from Families Owning Large Landholdings
- If a woman’s family owns more than 5 acres of irrigated land or more than 10 acres of non-irrigated land, she will not be eligible for the scheme.
